§ 52.15  OPERATION AND FUNDING.
   (A)   The Mayor and Council, for the purpose of defraying the cost of the maintenance, operation and repairing of the city sewer system may each year levy a tax not exceeding the maximum limit prescribed by the statutes of the State of Nebraska, including Neb. RS 17-925.01; or in lieu of a tax may establish by ordinance those rates as may be deemed by them to be fair and reasonable. The revenue from the tax shall be known as the Sewer Maintenance Fund.
   (B)   (1)   A capital sewer connection fee is established for any person connecting to the sewer line of the city, the connection fee shall be in addition to any other fees for tapping of the main for service lines or meter installation.
      (2)   (a)   Subscribers to sewer service of the city shall pay a connection fee except for those areas where a different fee has previously been established. The fee shall be paid at the time of the connection, or upon written agreement of the city, the fee may be paid in 12 equal installments due and payable on the first day of each month for the 12 months following the date of connection.
         (b)   No property or subscriber shall be connected to the city sewer line until the established connection fee is paid or a written agreement regarding payment of the fee has been signed. The city will discontinue service to any customer who fails to pay the connection fee or fails to abide by the terms of a written agreement for payment of the fee.
         (c)   Multifamily housing units shall be considered a commercial connection for fee purposes.
         (d)   Fees shall be set as follows:
