The Water Commissioner shall deny or discontinue, after 15 days notice to the customer and any occupants of the premises, water service to any premises wherein any required backflow prevention device is not installed, tested or replaced in an acceptable manner, or if it is found that the backflow prevention device has been removed or bypassed, or if an unprotected cross-connection exists on the premises, or if the certified inspector is denied entry to conduct inspection, tests, repairs or overhaul. In an emergency the denial or discontinuance shall be immediate.
