Water bills shall be due and payable, and the Water Commissioner shall read or cause to be read water meters, as and when the Council shall by resolution hereafter provide. The Water Commissioner shall charge and collect from each customer for the amount of water consumed since the last examination or estimate, together with any other charges, properly itemized, due the Water Department. Bills shall be due upon receipt.
