The Council has the power and authority to fix the rates to be paid by the consumers for the use of water from the Water Department. All fees shall be on file for public inspection at the office of the City Clerk-Treasurer. The Water Commissioner or designated agent shall bill the consumers and collect all money received by the city on the account of the Water Department and shall faithfully account for and pay to the City Clerk-Treasurer all revenue collected.
