Any required repairs and/or replacements to the main or the supply pipe, including the shut-off, stop box or curb cock, shall be at the expense of the Water Department, while repairs and/or replacements required to the service pipe from the shut-off, stop box or curb cock shall be paid by the consumer; provided, that damage or destruction by freezing shall be deemed and considered always as negligence on the part of the consumer and the cost of repairs and replacements to the service pipe and any service calls and service to thaw frozen pipes are the sole responsibility of the consumer. After-hours call-outs shall be charged to the consumer at an amount set by resolution of the Council.
