No person except the Water Commissioner shall under any circumstances tap the mains of the city or insert ferrules therein. The city, by its Water Commissioner will, regardless of whether a long or short tap is necessary, and computed on the basis of construction to the center of the street in each instance, tap the main to which a consumer’s service pipe will be joined and will furnish the ferrules or clamps and corporation cocks and put the same in the main, and will furnish and install supply pipe, trenching, labor and all fittings and attachments to bring water service from the main in the street to a point at or near the property line where the stop box is placed; provided, the above rule shall apply only if the consumer’s property abuts a street where a main is now laid or will hereafter be laid. The tap fee shall be set by resolution of the City Council. If the consumer’s property does not abut a street where a main is now laid or will hereafter be laid, the consumer shall at the consumer’s expense construct and bring water service from a point at or near the property line on a street where there is a main and where a stop box shall be placed to the consumer’s premises regardless of the distance from the stop box. Applicants for water service whose property is situated outside the city shall pay tap and installation fees double those of residents.
