(A) Where the Commission finds that extraordinary hardships may result from strict compliance with the provisions of this subchapter, it may vary the requirements; provided, that such variations will not have the effect of nullifying the intent and purpose of the master plan and the regulations of this chapter.
(B) In granting variances and modifications, the Plan Commission may require such conditions as will, in its judgment, secure substantially the objectives of the standards or requirements so varied or modified.
