Wherever a proposed subdivision lies adjacent to or between other subdivisions which have been provided with curbs and gutters, or wherever the proposed subdivision will have lots 23,000 square feet or less in area, the Commission shall require curbs and gutters to be installed on each side of the street surface. The curbs shall be roll curbs one foot in height in the back and eighteen inches on the bottom. All of said curbs and gutters shall be in keeping with the State Highway Commission standards and specifications and shall be constructed and poured with cement concrete and shall be built separate from the street.
