§ 151.57 STREETS.
   (A)   Grades. Streets and alleys shall be completed to grades shown on plans, profiles and cross-sections prepared by the subdivider and approved by the Commission.
   (B)   Dimensions; Materials: The streets and alleys shall be graded, surfaced and improved to the dimensions required by the cross-sections and the work shall be performed in the manner prescribed in "Standard Specifications for Road and Bridge Construction and Maintenance" of the State Highway Commission. References in the following paragraphs in this section refer to such standard specifications.
      (1)   In a subdivision proposed to contain lots of 23,000 square feet or less, the streets shall be surfaced to a minimum width of 35 feet between the backs of the opposite curbs unless indicated differently in another part of this chapter and alleys shall be surfaced to their full right-of-way width. Such street and alley surfaces are to be constructed with plain cement concrete, eight inches thick, in the case of Class (A) concrete reinforced with mesh or six inches thick in the case of Class (A) concrete reinforced with mesh laid on an aggregate base four inches thick; in either case, the sub-base shall be compacted to 95% to 100% of density; in the case of the use of aggregate shall be used with either ten inches of No. 53 aggregate of a combination of six inches of No. 2 aggregate on the bottom layer and four inches of No. 53 aggregate on the top layer, prime of 0.40 gallon MC-70 asphalt per square yard, two inches bituminous binder, and one inch of bituminous surface; or in the case of deep strength bituminous concrete, the sub-base shall be compacted to 95% to 100% of density; plus five inches of bituminous stabilized sub-base laid in multiple layers; two inches of bituminous binder and one inch of bituminous surface.
      (2)   In a subdivision proposed to contain lots of more than 23,000 square feet, the streets shall be surfaced to a minimum width of 35 feet between the backs of the opposite curbs unless indicated differently in another part of this chapter and alleys shall be surfaced to their full right-of-way width. Such street and alley surfaces are to be constructed with plain cement concrete, eight inches thick, in the case of Class (A) concrete reinforced with mesh or six inches thick in the case of Class (A) concrete reinforced with mesh laid on an aggregate base four inches thick; in either case, the sub-base shall be compacted to 95% to 100% of density. Ten inches of aggregate shall be used with either ten inches of No. 53 aggregate or a combination of six inches of No. 2 aggregate on the bottom layer and four inches of No. 53 aggregate on the top layer, prime of 0.40 gallon MC-70 asphalt per square yard, two inches bituminous binder, and one inch of bituminous surface; or in the case of deep strength bituminous concrete, the sub-base shall be compacted to 95% to 100% of density; plus five inches of bituminous stabilized sub-base laid in multiple layers; two inches of bituminous binder and one inch of bituminous surface.
      (3)   Prior to placing street and alley surfaces, adequate subsurface drainage for the street shall be provided by the subdivider. Subsurface drainage pipe, when required, shall be coated corrugated pipe or a similar type approved by the Commission. Upon the completion of the street and alley improvements, plans and profiles as built shall be filed with the Commission.
      (4)   All specifications for subdivision street materials and construction shall meet current Indiana State Highway Commission specifications.
