§ 151.36 PAVEMENT WIDTHS.
   (A)   The minimum pavement widths, face to face of curb, required to be installed at the subdivider's expense, shall be as follows:
      (1)   Primary and secondary streets. Primary and secondary arterial streets shall be as shown by the thoroughfare plan.
      (2)   Minor streets. Minor streets shall be 28 feet, except 24 feet where all lots are greater than 23,000 square feet in area and curbs and gutters are not required nor provided.
      (3)   Turning circles; "T" or "Y". The pavement of a turning circle at the end of a cul-de-sac street shall have a minimum outside diameter of 60 feet. A "T" or "Y" shaped paved space, when approved by the Commission, in place of a turning circle, shall extend entirely across the width of the street right-of-way and shall be at least ten feet wide with the flared portion rounded by minimum radii of 20 feet.
      (4)   Alleys. Alleys shall be the full width of the right-of-way.
   (B)   In the case of a primary or secondary arterial, and in the case of a minor street requiring pavements wider than 28 feet, the matter of financial and other arrangements for installing such wider pavements at the time the subdivider will make the improvement shall be taken up by the subdivider with the officials having jurisdiction, and an agreement shall be reached before the final plat is approved.
