No license shall be revoked so long as such taxicab business is operated in compliance with the laws of the city and state and to the safety of the community. All taxicab businesses shall operate cabs which conform to the standards of the state motor vehicle inspection laws and such cabs must be kept in good mechanical condition at all time. Such cabs may be inspected for mechanical condition from time to time by the Police Department.
