It shall be unlawful for any person to act in a loud, improper, boisterous or immoral manner while within the city park; to refuse to leave the park on being ordered to do so by any police officer of the city or at any time to bring or cause to be brought into the park or any part thereof any beer, wine or other intoxicating beverage of any kind without a permit so to do. Possession of intoxicating liquor, beer or wine by any person in the park shall be prima facie evidence that such person brought such into the park.
