It shall be the duty of the police officers of this city to attach to any vehicle parked in violation of this subchapter a notice to the owner or operator thereof that such vehicle has been parked in violation of a provision of this subchapter and instructing such owner or operator to report as directed on the notice or at the police office of the city in regard to such violation. Each such owner or operator may within two hours of the time when such notice was attached to such vehicle, pay to the city in the manner provided for such payment as a penalty for full satisfaction of such violation the sum of $.25. If payment is made after the initial two-hour period, it shall be the sum of $1. Any person having more than three such violations during any one month shall pay the sum of $1 for each violation in excess of such three.
