The Common Council may establish parking meter zones at those locations where it is determined on the basis of a traffic engineering investigation that the installation of parking meters is necessary to regulate parking. Within such zones the parking of vehicles upon streets or municipally owned lots shall be required by parking meters with a fee specified between the hours specified on any day except legal holidays.
