§ 72.28 TRAFFIC REGULATIONS FOR SNOW REMOVAL CONDITION.
   (A)   Snow emergency. When the Snow Removal Coordinator has declared a snow emergency, the following traffic regulations shall be in effect:
      (1)   No vehicles shall be parked on a snow route.
      (2)   The pushing of snow onto any city street by any individual is prohibited.
      (3)   Any vehicle parked, stalled, incapable of moving under its own power, or left unattended upon any street designated as a snow route shall be ticketed and/or towed away and/or impounded.
      (4)   Parking prohibitions on snow routes shall remain in effect until the snow emergency is cancelled or modified by the Snow Removal Coordinator as per § 72.27(D).
   (B)   Residential emergency. When the Snow Removal Coordinator has declared a residential emergency, the following traffic regulations shall be in effect:
      (1)   Parking shall be allowed on all snow routes.
      (2)   Parking shall be banned weekdays between the hours of 8:00 a.m. and 4:30 p.m. on all streets not designated as snow routes in accordance with the following schedule:
         (a)   Even numbered days - no parking on east/west streets.
         (b)   Odd numbered days - no parking on north/south streets.
      (3)   Any vehicle parked, stalled, incapable of moving under its own power, or left unattended upon any street in violation of division (A)(3) of this section shall be ticketed and/or towed away and/or impounded.
      (4)   Parking bans as established under division (B)(2) of this section shall remain in force and effect on a rotating basis until the entire street has been cleared to the curb line, or until the residential emergency has been cancelled by the Snow Removal Coordinator as per § 72.27(D).
      (5)   The pushing of snow onto any city street by any individual is prohibited.
   (C)   Weather disaster. When the Snow Removal Coordinator has declared a weather disaster, the following traffic regulations shall be in effect:
      (1)   The Snow Removal Coordinator shall have the power to limit traffic within the city. Anyone traveling on city streets without a valid emergency reason shall be subject to the penalties provided herein.
      (2)   The Snow Removal Coordinator shall have the power to establish any and/or all parking restrictions which, in his or her opinion, are necessary to insure the health and safety of the citizens of the city. Any vehicle parked, stalled, incapable of moving under its own power, or left unattended upon any street in violation of these restrictions shall be ticketed and/or towed away and/or impounded.
      (3)   The Snow Removal Coordinator shall have the power to designate vehicles such as city vehicles, four-wheel drive vehicles, and snow vehicles as "temporary emergency vehicles" if, in his or her opinion, such designation is necessary to insure the health and safety of the citizens of the community. Any individual abusing the services of these or other city emergency vehicles shall be subject to the penalty provisions of this act and shall reimburse the city for all costs expended in responding to any false call.
      (4)   The Snow Removal Coordinator shall have the power to take whatever action is reasonably necessary to insure health, safety, and welfare of the citizens during a weather disaster.
      (5)   All traffic restrictions, parking bans and any other action taken during a weather disaster by the Snow Removal Coordinator shall remain in effect until the weather disaster has been cancelled by the Snow Removal Coordinator as provided for in this subchapter.
      (6)   The pushing of snow onto any city street by an individual is prohibited.
      (7)   Any individual abusing the services of city emergency vehicles shall be subject to the penalty provision of this subchapter and shall reimburse the city for all costs expended in responding to any false call.
