§ 72.25 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   PUSHING SNOW. Moving an amount of snow that may impede or unnecessarily hamper traffic flow.
   SNOW. Any precipitation depositing any accumulation on the streets including snow, sleet, hail, ice or freezing rain.
   SNOW REMOVAL CONDITION. A normal declaration by the Snow Removal Coordinator that in his or her opinion the actual or expected precipitation of snow will create hazardous or dangerous street and sidewalk conditions. This declaration shall take one of the following forms, to-wit: snow emergency, residential emergency, and weather disaster.
      (1)   RESIDENTIAL EMERGENCY. A snow removal condition which addresses all non-snow routes (residential streets).
      (2)   SNOW EMERGENCY. The snow removal condition which addresses all designated snow routes (main routes).
      (3)   WEATHER DISASTER. A formal declaration by the Snow Removal Coordinator that occurrence or imminent threat of widespread or severe damage, injury of loss of life or property resulting from a snow storm requires emergency action to avert danger, damage or distress.
   SNOW REMOVAL COORDINATOR. The Mayor of the City of Aurora or, in his or her absence, the City Street Commissioner.
   SNOW ROUTES. All streets in the city so designated and marked.
   VEHICLES. All self-propelled, motorized, licensed vehicles using city streets and highways excluding public transportation conveyances.
