The prosecution of the ordinance violation in Court, or before a local hearing officer, is brought in the name of the City of Aurora by the City of Aurora Attorney. The violation must be proved by a preponderance of the evidence (not beyond a reasonable doubt) and in accordance with IC 34-28-5.
