(A) The provisions of this traffic code relating to the operation of vehicles refer exclusively to the operation of vehicles upon streets and alleys except where a different place is specifically referred to in a given section.
(B) This traffic code shall be so interpreted and construed as to effect its general purpose to make uniform the law of those local authorities which enact it.
(C) This traffic code shall not have a retroactive effect and shall not apply to any accident or any violation occurring prior to the effective date of this traffic code.
