§ 50.10 FEES FOR GARBAGE COLLECTION.
   (A)   Effective January 1, 2023 and continuing to December 31, 2027, inclusive, solid waste collection fees shall be billed per household, per month, per unit, unless changed by further ordinance of City Council. Said fee shall be applied as a line item on the customer’s utility service bill.
      (1)   The fee and rate for garbage collection shall be:
         (a)   Year 2023: $13.50 per household, per month, per unit.
         (b)   Year 2024: $14.18 per household, per month, per unit.
         (c)   Year 2025: $14.88 per household, per month, per unit.
         (d)   Year 2026: $15.63 per household, per month, per unit.
         (e)   Year 2027: $16.41 per household, per month, per unit.
      (2)   Optional 96-gallon totes will be available for an additional $2.50 fee per tote in unlimited supply within the city.
   (B)   A unit shall be any residential dwelling unit and any commercial or industrial unit that does not produce excessive garbage that exceeds the amount of garbage that can be regularly collected with weekly on-street garbage collection. The Utility Superintendent of the City Utility Department shall have the authority to determine whether a particular unit is producing excessive garbage. If a unit is producing excessive garbage, the owner must supply the owner’s own garbage collection service and will not be charged any fee hereunder.
   (C)   The owner of any multi-family residential building containing five or more dwellings shall have the option of providing the owner’s own garbage collection through use of a privately paid dumpster service and will not be charged any fee hereunder upon providing proof of any such dumpster service.
