Issuance of a permit or any action by the Enforcing Official under these regulations shall not create in the city nor the State of Indiana, its officers, agents or employees, any liability or responsibility for injury to persons or property caused by operations or conditions created pursuant to such permits. Nothing in these regulations shall be construed to relieve the owner or person in control of the property from liability for injury to persons or property.
