Any person charged with the rates as set out in § 52.76 who is dissatisfied therewith by reason of peculiar or unusual use of occupancy of any premises and who alleges peculiar or unusual uses of the sewer system may file application with the common council for special classification and the Common Council may at any time upon notice published at least once not less than ten days preceding a specified meeting consider a revision or readjustment of such rates by reason of peculiar or unusual use and occupancy of premises as a class and revise the rates and charges accordingly.
