(A) The Common Council of the city hereby adopts a policy promoting compliance with federal civil rights legislation and prohibits the city's agencies, departments, officials, representatives, authorized agents and employees from discrimination in its hiring or employment practices against any person, on the basis of race, color, national origin, age, handicap, sex or religion.
(B) The Common Council resolves that all employment practices are to provide that all individuals be recruited, hired, assigned, advanced, compensated and retained on the basis of their qualifications, and treated equally in these and all other respects without regard to race, color, religion, age, sex, marital status, handicap, or national origin. It shall be considered the responsibility of every department head or supervisory employee to further the implementation of this policy and to insure conformance by their subordinates. Department heads or supervisory personnel as well as those responsible for hiring new employees must take all necessary action in elimination of possible discrimination towards employees and applicants for employment with the city in all categories and levels of employment and employee relations.
(C) The Common Council hereby designates, as set forth by ordinance, a representative of the city to monitor compliance with the city's policy of non-discrimination and to receive complaints regarding potential or possible civil rights violations.
(D) The Common Council hereby requires the head of each department of the city, including but not limited to, the Police Department, Volunteer Fire Department, and the Utility Department, to monitor within their own department the city policy of non-discrimination and he shall be responsible for reporting any known or potential violation of this policy.
