No operator of a vehicle upon a state highway, city street, alley, or public way within the corporate limits of the city shall drive at a greater speed than is reasonable and prudent, having regard for the traffic and for the condition and use of the state highway, city street, alley, or public way. This shall not apply to an "AUTHORIZED EMERGENCY VEHICLE" designated as such by KRS 189.910.
