§ 117.20 APPEAL PROCEDURE.
   Any person who is denied a special event permit shall have the right to appeal such denial to the City Council by filing a written notice of appeal with the City Clerk within five (5) days after the denial of the special event permit. The appeal shall be heard (a) no later than twenty (20) days after the notice of appeal is filed, or, (b) prior to the date of the proposed special event, if it is proposed to occur sooner than the twenty (20) days. An applicant must file the appeal within the appropriate time period to allow the city to give legal notice of a special meeting of the City Council. The appeal shall be based on the written record, except when the City Council, in its sole discretion, requests additional evidence from the interested parties or other witnesses. No appeals will be considered if an appeal is not filed in a timely manner.
