§ 117.15 PERMIT REQUIRED; EXCEPTIONS; FEES.
   (A)   Special event permit required. No person shall engage in, participate in, aid, form, or start any special event unless a special event permit has been obtained from the City Clerk. However, this section shall not apply to:
      (1)   Parades and public assemblies occurring as a result of a parade.
      (2)   A governmental agency acting within the scope of its functions.
      (3)   Funeral processions.
      (4)   Individuals lawfully assembled for the purpose of exercising their rights protected under the First Amendments of the United States and Kentucky Constitutions.
   (B)   Fees. There shall be an administrative fee of twenty-five dollars ($25.00) collected by the city which fee shall accompany the application for a special event permit.
