(A) No person shall unreasonably hamper, obstruct, impede, or interfere with any special event or with any person participating in, or property used in a special event.
(B) The Chief of Police or his or her designee shall have the authority, when reasonably necessary, to close of city streets and to restrict usage and parking thereon. The Chief of Police shall post signs to that effect. No person shall park or leave unattended any vehicle in violation of any sign.
