It shall be unlawful to cause or permit the continuance of any public nuisance included within the provisions of this chapter, and whoever causes or permits the continuance thereof shall, upon conviction, shall be subject to a maximum civil fine of $150 if uncontested, and a maximum civil fine of $300 if contested.
