For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
TRAFFIC-CONTROL DEVICE. Any device, placed on or along streets, used to change the structure or design of the street in order to provide for the safe and/or efficient movement of road users, including but not limited to signs, signals, pavement markings, and speed bumps.
