If a violator of the restrictions on stopping, standing, or parking under this title does not pay the minimum fine listed on the parking citation within 30 days from the issuance date, the fine shall increase by $25. If payment is not received within 60 days from the issuance date, the Chief of Police, or his/her designee, shall send to the owner of the vehicle to which the parking citation was affixed a certified letter, informing the owner of the violation and warning that, if in the event of such letter is disregarded, a criminal complaint can be filed with the Jefferson District Court.
