The City Fire Chief or his or her assistant in charge of operations at a fire, may command the assistance of any person present at the scene of any fire in extinguishing the same or in the removal and protection of property and any person so commanded who willfully fails, neglects or refuses to obey the command shall be guilty of a crime and shall upon conviction thereof, be punished by a fine not exceeding $100.
