§ 152.147  ON STREETS.
   Where the site of any new construction of any structure for which a building permit has been applied for is located on any street of the platted width of not less than 80 feet and the site of the structure to be built borders or adjoins the street, the Council may permit off-street parking between curb or outside ditch line and the sidewalk or property line; provided, the street is not an arterial or collector street as designated in the Comprehensive Plan, and the parking is not located in the sight triangle as defined by these regulations. In granting the permit, the Council may specify the requirements as to the construction of the off-street parking as in its determination will provide an adequate and proper off-street parking facility.
