§ 31.076  BOARD OF PUBLIC WORKS MANAGER.
   A Manager of the Board of Public Works shall, subject to confirmation by the Mayor and City Council, be employed by the Board of Public Works who shall serve as City Water Commissioner and shall have the immediate supervision and control over all city utility departments and shall be primarily responsible for the economic management and prudent operation thereof. The Manager of the Board of Public Works shall, before he or she enters upon the discharge of his or her duties, execute a bond to the city, as provided by the laws of the state, including, but not limited to, Neb. RS 17-451, 17-543, 17-804 and 19-1405, as amended or superseded. All actions, decisions and procedures of the Manager of the Board of Public Works shall have the immediate control and supervisory authority over all employees of the city utility departments and shall faithfully account for any pay over the same to the City Treasurer, taking his or her receipt therefore in duplicate, filing one of the same with the City Clerk. He or she shall make detailed reports to the Board of Public Works as may be requested concerning improvements, repairs and extensions of the utility departments as he or she may deem proper or that may be ordered by the Board and shall make all other reports as may be required by ordinance or by the laws of the state, including, but not limited to, Neb. RS 17-543, as amended or superseded. The reports shall show the amount of receipts and expenditures on account thereof for the period covered in the report. No funds shall be expended for the improvements, repairs or extension of the city utility systems except upon recommendation thereof by the Manager of the Board of Public Works and approval thereof by the Board of Public Works or the City Council, as provided by ordinance and by the laws of the state.
