It shall be unlawful for any person to willfully, intentionally or negligently and carelessly, set on fire or cause to be set on fire, any real or personal property of any class or character, or to willfully or intentionally aid, counsel or procure another to set on fire, or cause to be set on fire, any real or personal property of any class or character.
