§ 132.10  OBSTRUCTION OF PUBLIC STREETS AND SIDEWALKS.
   It shall be unlawful for any person to erect, maintain, operate or suffer to remain on any city street or sidewalk a stand, wagon, display, slow moving vehicle or other obstruction inconvenient to or inconsistent with the public use of the same; provided, however, that, nothing herein shall be construed to prohibit or prevent the obstruction of any city streets or sidewalks directly caused by an emergency or obstruction of any city streets or sidewalks for the purposes of any parade, festival or celebration duly authorized by the City Council.
