Whenever any vacancy shall occur in any appointive office of the city, by death, resignation, impeachment, absence from a city or from any regular or special meeting of the Council for 30 days without being excused by the Mayor or other legal cause, the Mayor shall with the concurrence of a majority of the members of the Council fill the vacancy for the unexpired term. A vote shall be taken and a record made in the filling of vacancies.
