§ 130.06  PARENTAL RESPONSIBILITY FOR ACTS OF CHILDREN.
   (A)   For the purpose of this title, the following definitions apply unless the context clearly indicates or requires a different meaning.
      CRIMINAL ACTS. Those acts which violate any federal or state law or city or local ordinance and shall include moving traffic violations.
      PARENT. The lawful father or mother of a minor child, whether by birth or by adoption.
   (B)   Any parent, guardian or other person having custody of any child under 18 years of age who fails to exercise reasonable and proper control of the child to prevent the child from committing two or more criminal acts other than traffic violations, all of which acts being within the city, or to prevent the child from committing three or more convictions of moving traffic violations on at least three separate occasions, all of which moving traffic violations being within the city, shall be fined not more than $100.
