All licenses issued pursuant to the provisions of § 117.02 shall expire on August 1 of the year in which they are issued; provided that, any license may be revoked by the City Council in the event that it shall appear to the City Council that the holder of the license is either incompetent to engage in or work at the business of a master plumber, if the licensee is licensed as a master plumber, or of a journeyman plumber, if the licensee is licensed as a journeyman plumber or, in the event that it shall appear to the City Council that the holder of the license is guilty of a willful breach of the provisions of any law, ordinance, provided to knowingly make or cause to be made any false or misleading statement of material fact upon the application.
