All mobile home parks within the jurisdiction of the city shall be maintained under the management and supervision of the person, firm, partnership, corporation or association holding the permit authorizing the construction, maintenance, operation or alteration of the mobile home park or of a duly authorized representative of the person, firm, partnership, corporation or association. It shall be the personal duty of those charged with the maintenance of mobile home parks within the jurisdiction of the city, as hereinabove provided, to maintain the mobile home parks in strict accordance with all laws, ordinances, codes, rules and regulations of the city and of the state relating to sanitation, fire, protection, health and safety.
