§ 114.41  MINORS AND INCOMPETENTS.
   It shall be unlawful for any person or persons to sell, give away, dispose of, exchange, permit the sale of, or make a gift of any alcoholic liquors, or to procure any alcoholic liquors to or for any minor or to any person who is mentally incompetent.
