It shall be unlawful for any person, firm, partnership, corporation or association to manufacture, bottle or blend for sale, to sell, to barter or to keep for sale any alcoholic liquors, including beer, within the jurisdiction of the city, unless the person, firm, partnership, corporation or association shall have, in full force and effect, a license for the purpose of carrying on the activities issued pursuant to the State Liquor Control Act.
