The Mayor shall have jurisdiction over all places within five miles of the corporate limits of the city for the enforcement of any health or quarantine ordinance or regulation. The jurisdiction of the city, to prevent any pollution or injury to the stream or source of water for the supply of the city water system, shall extend 15 miles beyond the corporate limits of the city.
