It shall be unlawful for any person to mix any concrete or plastering material directly on the street pavement or to use the pavement as a mixing board for the material. It shall be unlawful for any person to willfully place or permit to leak in the gutter or any street, waste gasoline, kerosene or high lubricating oils which damage, or act as a solvent upon the streets.
