§ 71.01  PLACEMENT AND MAINTENANCE; NONCOMPLIANCE PROHIBITED.
   The City Council may, by resolution, provide for placing and maintaining traffic-control devices upon or in association with any highway, street or alley within the jurisdiction of the city for the purpose of regulating, warning or guiding traffic or for the purpose of otherwise carrying out the provisions of this chapter. The resolution shall describe the portion of the highway, street or alley wherein traffic is to be regulated, warned, guided or otherwise controlled; the nature of the regulation, warning, guiding or control; the location where the traffic-control device shall be placed; and the hours when the regulation, warning, guide or control shall be effective. All traffic-control devices shall conform with the Manual on Uniform Traffic Control Devices for Streets and Highways and with the Department of Roads supplements and specifications. It shall be unlawful for any person to fail, neglect or refuse to comply with the traffic-control devices.
