(A) No person shall throw or deposit upon any highway:
(1) Any glass bottle, glass, nails, tacks, wire, cans or any other substance likely to injure any person or animal or damage any vehicle upon the highway;
(2) Materials that may make the highway unsightly, such as rubbish sewage, garbage, paper or any other material of the nature; or
(3) Any burning material.
(B) Any person who deposits or permits to be deposited, upon any highway any destructive or injurious material shall immediately remove it or cause it to be removed.
(C) Any person who removes a wrecked or damaged vehicle from a highway shall remove any glass or other injurious substance deposited on the highway from the vehicle.
(D) (1) The City Council may procure and place at reasonable intervals on the side of highways within the jurisdiction of the city appropriate signs showing the penalty for violating this section.
(2) The signs, shall be of the size and design as to be easily read by persons on the highways, but the absence of a sign shall not excuse a violation of divisions (A), (B) and (C) of this section.
(E) It shall be the duty of all city police officers to enforce the provisions of this section and to make prompt investigation of any violations of the provisions of this section reported by any person.
