§ 54.06  METER IN DISREPAIR.
   In the event that any customer’s meter falls out of repair or fails to register properly, the Manager shall charge the customer the same amount billed one year previous to the disrepair. In the event that there is no basis for comparison, the Manager shall charge the customer an amount as he or she deems is fair both to the customer and the city.
