§ 54.03  CONSUMER’S APPLICATION.
   (A)   Every person or persons desiring electrical service must make application therefor to the Manager upon the blanks to be furnished for that purpose.
   (B)   Any applicant may be required to make a security deposit in an amount as deemed necessary as provided for by resolution of the Board of Public Works and found in its service policies and conditions.
   (C)   Electricity may not be supplied to any house or building, except upon the written order of the Manager. The system shall not supply to any person outside the corporate limits electrical service without special permission from the Board of Public Works.
   (D)   Nothing herein shall be construed to obligate the city to supply electrical service to nonresidents.
