§ 53.37  PRIVATE SEWERS.
   In the event that the City Council determines it is in the best interest of the city not to create a sewer district for the extension of any sewer main, a private sewer may be authorized by the City Council under the terms and conditions prescribed herein. No private sewer shall be built by any person without first making application therefor to the City Council and a resolution authorizing the construction thereof by a majority of the members elected to the City Council has been passed. No resolution shall be adopted unless the applicant agrees to construct a sewer main in a manner as to be available and feasible for use by all property owners within the area where the private sewer is to be constructed. The private sewer shall be constructed in accordance with the plans and specifications provided by the City Engineer and the construction shall be at all times under the direct supervision and control of the Manager of the Board of Public Works.
