§ 53.28  RATE SETTING.
   The Board of Public Works shall set sewer rates based upon water usage, except as hereafter provided. Nonresident customers shall pay the rate or charge as may be agreed upon between the customer and the Board of Public Works. All rates shall be on file at the office of the Board of Public Works for public inspection.
