§ 51.068  TYPE OF BACKFLOW PROTECTION REQUIRED.
   (A)   An approved backflow prevention device, when required, shall be installed at a location and in a manner approved by the Manager, or his or her agent, depending upon the degree of hazard that exists as follows.
      (1)   Approved air gap separation or an approved reduce pressure backflow prevention device shall be installed where the public water supply system may be contaminated with any substance which could cause a system hazard or health hazard.
      (2)   An approved double check valve assembly shall be installed where the public water supply system may be contaminated with any substance which could cause a pollution hazard.
      (3)   An approved anti-siphon vacuum breaker may be used on an individual hazard where it is not subjected to back pressure.
      (4)   All yard hydrant or hose bib connections shall be protected by an approved, non-removable or integral, anti-siphoning vacuum breaker where a possibility exists for back siphonage from a tank, sink, tub, pool and the like or where water is provided to mix pesticides, herbicides, fertilizer or other chemicals.
      (5)   Fire protection systems shall be protected with backflow devices as described in AWWA Manual M-14, latest edition.
      (6)   A vacuum breaker shall be installed on all underground lawn and garden sprinkler systems unless another acceptable backflow preventer has been installed on the water service line.
      (7)   All new or replaced services lines shall have an approved backflow prevention device installed.
   (B)   When backflow prevention device is installed, it may create a sealed system in part or all of the customer’s water system which will not allow for thermal expansion, it is the customer’s duty to install any surge tanks or pressure relief valves as may be necessary to prevent damage to the customer’s water system.
   (C)   A backflow prevention device bypass may be installed for the sole purpose of providing water service during backflow prevention device testing, for services two inches and larger, provided the bypass is capable of being locked closed and only opened for a minimum amount of time to facilitate testing and keys are only available at the City Water Department. Except for the above exception, no backflow prevention device may be bypassed by the customer’s water system and any bypass must be removed.
