(A) The Manager of the Board of Public Works or Manager’s agent shall have the authority to restrict water usage of any customer during times of water shortage, including shortage caused by fire fighting. The Manager or Manager’s agent shall have the authority to determine that a water shortage exists and to limit the following: lawn watering; swimming pool operations including filling of swimming pools; washing of vehicles including commercial car and truck washes; watering of trees, bushes, shrubs, flowers and gardens; Fire Department controlled burns; fire sprinkler system tests; sale of water; pumping of surface water from streams in the zoning limits of the city that the Manager or Manager’s agent believes may recharge the aquifer of the municipal wells; and/or any other methods to conserve water including reducing pressure, shutting down parts of the system and the like. Also, when a water shortage exists and the Manager or Manager’s agent requests that a customer repair a leak, the repairs must be immediate and to the satisfaction of the Manager or Manager’s agent. If the water shortage is not critical, the Manager or Manager’s agent may implement a program where certain activities may be staggered.
(B) When a restriction is in force, a water use violation or a leak that is not immediately repaired may result in discontinuation of water service.
